A child was abused, and a claim was made that a child protection agency did not prevent the abuse.
There is no property interest involved here. County agencies have a duty to Pennsylvania law to protect children from abuse. Nothing in that law gives victims a property right to enforce the duty. Coon cannot state a procedural-due-process claim. We will affirm the district court’s order dismissing federal claims and remanding the state claim to state court.
